I would regard that as offensive.
From an employer, it’s a pretence of courtesy, veiling a direct command. It’s fair enough for an employer to give a command, but it’s disrespectful to do it in such a dishonest way. It’s a mockery of the subordinate.
From someone of equal rank, it’s an assertion of authority over you, an attempt to claim the right to rearrange your life or schedule to suit their own purposes.
There is a fundamental falsehood. Either the meeting is convenient for you or it isn’t. You can’t ‘make’ it convenient except by rearranging things, which isn’t convenient. The falsehood and the attempt to veil the authority claims which it represents are both childish, manipulative, and offensive.
