For example.
If I were to say out loud “I’m going to a National Rifle Association meeting” that’s easy.
If I were to put that on a bumpersticker and abbreviate NRA, would I put “an NRA meeting” because N has a vowel sound beginning, or a NRA meeting” to be consistent with its long form?

It’s all about the sound. If a word sounds like it begins with a vowel, then you want to use “an.”

in this case it would be “an.” an NRA meeting.
reason? because “an” always comes before words that start with a vowel or words that sound like they start with a vowel. eg, an animal, an image, an hour, etc.
therefore, in your case the N is pronounced as “an” (for the letter “N”). correct? so now you’ld say an NRA meeting

You use ‘an’
The use of ‘a’ and ‘an’ isn’t based on whether or not the first letter following it is a consonant, it’s based on whether or not the first sound made following it is a consonant.
